En fallstudie över miljömålsarbetet på fyra länsstyrelser : Beskrivning och analys av det regionala miljömålsarbetet i Mellansverige.

The Swedish system of environmental quality objectives is a so-called MBO, Management By Objective and has the purpose to guide the Swedish society towards sustainable ecological development. The system involves the whole society from the parliament and the government down to individual citizens. At the regional level, it is the County Administrative Boards that are responsible for the work with the system of environmental objectives. At the County Administrative Board of Västmanland County, it is the environmental unit who is in charge of work with the environmental objectives and they want input for how to improve their work with the environmental objectives, both internally at the Administrative Board and externally with external parties.The main purpose and goal of the study is to present the work of four other County Administrative Boards regarding their work with the environmental quality objectives and to identify external parties? opinions of how they want the County Board of Västmanland county to work with them in this matter.The work is designed as a case study of four county councils, where the environmental objectives coordinators at the four County Administrative Boards were interviewed about their work with environmental quality objectives.

Kommunikation av risk- och sårbarhetsanalys från länsstyrelse till kommun

This master thesis investigates how the County Administrative Boards communicate the regional risk and vulnerability analyses to municipalities in Sweden. Information has been gathered through a survey and through a case study involving three County Administrative Boards. The results revealed that there are possibilities to improve or develop the communication in all the County Administrative Boards. The information channels are often written or web based, these channels promote one way communication rather than a dialog. The thesis gives suggestion on how to work out a strategy for a more effective communication, the case study also gives ideas on how a county administrative board can work with communication..

To ensure that animals are treated well and kept in environments fitted for them, Sweden has animal welfare legislation. One of the requirements in the legislation is that horses are kept in spaces that has a ceiling height that measures at least 1,5 * the height at the withers of the horse, but always a minimum of 2,2 m. But a minor derivation can be accepted from these measurements if certain criteria are fulfilled. If the ceiling height is to low the ventilation in the stable can be negatively affected. It can also affect the posture of the horse and may increase the risk of the horse being injured.

Bildandet av naturreservat : uppföljning och klimatanpassning

AbstractWe are facing a century of rapid change in climate, with significant challenges in managing the impact of changes in living conditions for plants and animals. We can already see the responses of species through changes in phenology and spatial distribution, which may change ecosystem structure and function, with subsequent effect on ecosystem services and biological diversity. In Sweden, between 2005 and 2010, the red-listed species has increased by 13 % and similar trends can be seen across the world, making it difficult to attain national and international environmental objectives of preserving biodiversity. One way to reduce the loss of biodiversity is to protect nature from exploitation by allocating valuable areas as nature reserves, but climate change affects protected areas just as much as other landscapes and therefore requires elaborate systems of protection to facilitate species' survival. The paper has examined  how the decisions and management plans for nature reserves in Sweden have been followed-up and whether they are climate adapted or not by examining 30 nature reserves, classified as newly formed (2012), recently revised (2009-2011) and older (1977-2007) reserves, and assessed what is in the decisions and management plans for follow-up, revision, long-term goals and documentation.

Animal welfare in Sweden has gone through major changes during the later years. In 2004, Swedish Animal Welfare Agency took over the central responsibility for the animal welfare from the Swedish Board of Agriculture, and in 2007 the board again became the central authority for animal welfare in Sweden.Even the practical supervision has changed, from the 1 of January 2009 the supervision is to be performed by the County Administrative Boards, instead of by the individual municipalities. Since 2006 every horse in the European Union has to have an identification card, in Sweden called a ?horse passport? which describes the color and markings of the horse as well as any veterinary treatments.The ELOF-project, a collaborative project between the Swedish Board of Agriculture and the County Administrative Boards, intends to make the animal welfare supervision effective, standardised, fair and risk-based. Because of the takeover of the supervision and of the ELOF-project the Örebro County Administrative Board has began to make an inventory of the number of horses and horsefarms in the county. Another Ethology and Animal Welfare-student and I did, in collaboration with the county administrative board created a checklist that in connection with the inventory will lead to a risk-based animal welfare supervision.

Beslut om betydande miljöpåverkan för järnvägsprojekt : beslutsmotiveringar, åtgärder och regionala skillnader

This thesis examines the reasons to why railway projects conducted by Banverket (Swedish National Rail Administration) could be expected to cause significant effects on the environment, on which grounds the County Administrative Board and Swedish National Rail Administration base their decisions/assumptions and highlight regional differences between the different Swedish national rail administrations regions. Total 24 railway projects, conducted or being conducted, during the time period 2001 - January 2010 have been analyzed and studied. These projects represent eight different measures/activities which are dispersed throughout all five of the Swedish National Rail Administration´s different regions. Swedish legislations demands that the planner of a new railway project shall first conduct a pre-study and then conduct a public consultation which provides the participants an opportunity to provide input. The County Administrative Board shall then decide if the project could cause significant effects on the environment.

The aim of this study is to investigate how länsstyrelsen as a supervisory authority to private compulsory care-institutions works, to guarantee adequate institutional care of unprivileged children and youth with special problems.In order to reach this aim the following questions are to be answered:? Describe länsstyrelsen´s supervision of private compulsory care-institutions (HVB-hem)? How does the officials at the three chosen County Administrative Boards find about the responsibilityTo answer the questions of this bachelor thesis I have chosen to apply qualitative methods, by interviewing five supervisory authorities from länsstyrelsen, in three different County Administrative Boards in Sweden.The findings of the study show that officials sometimes find it hard to know the exact meaning and differences between accountability and to be accountable. It also shows that they tend to think that the relationship between länsstyrelsen and the private compulsory care institutions is complicated. "En ryggradslös lag" : Om LSS-besvär hos länsrätten rörande personkrets tre

AbstractThe purpose of this study were to examine the appeal that reaches the county administrative court regarding cases within The law of support and service to some disabled (LSS) the third "alternative" with the effort personal assistant. We have gathered 280 cases from seven different county administrative court and from our selection 19 of the cases remained.These 19 cases became our starting point for our study and they have been interpreted through Foucault´s and Skau´s interpretation frame regarding power and Payne´s social constructivism to try and answer our three questions at issue: How are the cases being handled by the county administrative court? What kind of cases leads to appeal? What similarity and differences are there between the cases? These questions have been answered one by one in a systematical order. Our result shows, among other things, that cases that involve certificates from occupational therapist or physiotherapist are the cases that win against the municipality in the county administrative court. Further we have found a new theme in our study regarding clientification among them who apply for efforts within LSS and "alternative" three.

Att tala och att komma till tals : En undersökning om vilka som kom till tals i 1940 års skolutredning

The purpose of this study is to examine who were given the opportunity to express their opinions in the government proposition concerning the future of the school system ? particularly regarding the proposal that pupils do compulsory military service - submitted to the Swedish parliament 21 March 1941. Our focus is mainly on three parts of the proposition: the proposal to introduce shooting- and grenade practice for all pupils, the proposal to introduce an obligatory military leadership training course for teachers and the proposal to introduce an obligatory summer camp for all pupils.Using primarily a qualitative method we examine how different opinions and views are expressed in the statements and utterances responding to the pending proposition and who the responders are. We will attempt to clarify who were considered to be undisputed authorities and experts, and whose opinions, for that reason, carried a lot of weight in the decision making process, comparing them to the statements and utterances submitted on a voluntary basis by non-experts. And finally, to what extent the opinions in the statements and utterances were allowed to guide the propositional work.Results show that the statements and utterances were submitted by authorities, chapter, County Administrative Boards and religious, non-profit and political organizations as well as different types of schools, representatives from the Board of Education and elementary school boards not a part of county councils or other types of associations.

Infrias brukarstyrelsernas demokratilöften? - en komparativ fallstudie om brukarstyrelser i grundskolor

This thesis examines and evaluates user boards in Swedish public schools from a democratic perspective. In order to evaluate whether the democratic values are fulfilled five different democratic ideals are selected to serve as a theoretical fundament. These ideals derive from the Swedish Government Official Reports that preceded the reform of user boards in schools, and are identified as the following: participation, dialogue, trust, democratic schooling and influence. The study is based on cases and involves two schools with user boards and two comparative schools with informal parental influence, so called school advisory boards. The study concludes that the main difference between the two types of parental influence is the level of formality.

Hoten mot länsstyrelsen - En analys av dess agerande i en föränderlig omgivning

The purpose with this master thesis is to analyze how the Swedish County Administrative Board (Länsstyrelsen) acts in an environment that changes fast with more regional actors than ever before. There are also proposals regarding new public authorities and eventually a reduction of the Swedish County Administrative Board.By studying a report issued by the Board in December 2005 the aim is to find their intentions and actions for the future. By using three diverse theoretical concepts - the public organisation, the instrumental perspective and two separate perspectives from new institutionalism - the expectation is that I will have the possibility to analyze the intentions of the organisation in many different ways.In this case study I also want to take into consideration the central discourses in the regional debate, shall we decentralize or shall we keep on having a strong state even in the future? What kind of regional policy does the Swedish County Administrative Board prefer?The result shows that the Swedish County Administrative Board struggles for a strong state even in the future, but it does not propose any huge changes. In many ways it seems like they act as they are supposed to - as an instrument for the government - but despite that it is obvious that the Swedish County Administrative Board tries to show that it has the traditions and knowledge.

Länsrättens bevishantering i LVU-mål med hedersrelaterad problematik

The purpose of this study was to look into how evidence evaluation in verdicts considering 2 § LVU (Care of Young Persons Act) linked to honor related problems are handled by the County Administrative Court of Stockholm. The questions at issue were how the County Administrative Court handles the prerequisites regarding 2 § LVU verdicts, how the County Administrative Court proceeds when evaluating evidence in 2 § LVU verdicts, and how the County Administrative Court handles indications of that a child is living in an honor-related context. To answer this, five verdicts have been analyzed. In addition to this, two interviews were made as a complement. In the analysis of the collected material, the authors proceeded from a theory of evidence and used a hermeneutic method for the analysis.

Crisis management planning is a relatively new policy area in the European countries. It has materialized since the fall of the iron curtain and because of the increased interest to prevent wide-ranging national emergencies. In Sweden, the county administrative board has a key obligation to perform risk analysis guidelines. This assessment involves identifying crisis, planning response to the crisis and, if necessary, confronting and resolving the crisis in the geographic area of the region. The purpose of my thesis is to examine if there are any differences in crisis management planning between the County Administrative Boards? risk analysis guidelines.

It is each conventions state?s responsibility to fulfil all the rights in the declaration. This study focuses on three Swedish county administrative organizational works with the human rights from their annual reports from 2014.
